COLLINGBOURNE DUCIS PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD IN COLLINGBOURNE VILLAGE HALLON MONDAY 1 OCTOBER 2018 AT 7.00pm Present: Cllr Knowlson (Chairman), Cllr P Hartley (Vice Chairman), Cllr Haverson Cllr Dennis, Cllr Gomes, Cllr Greenwood and Cllr K Cockerton. In Attendance: Mr P Gill (Clerk) and 22 Members of the Public. 1. Apologies: Cllr Millard and Wilts Cllr I Blair-Pilling. Absent: None 1. Chairman’s announcements: The Chairman opened the meeting and explained the need for time limits on members of the public speaking and asked that those who spoke to not go over points that had already been covered by other speakers. At 7.05pm the Chairman adjourned the meeting in order to take public comments and questions. Members of the public then made comments or asked questions regarding the planning application which were replied to and or noted by Cllrs for consideration during their discussion of the planning application at item 40.18. No member of the public spoke in support of the application and most of the comments and questions centred on changes to parking facilities, loss of green space, child safety and a lack of prior consultation with residents both in Saxon Rise and Riverbourne Road. The meeting reconvened at 8.05pm 1. 40.18 Planning Application 18/08304/FUL Garage site adjacent 22 Saxon Rise. As there were no declarations of interest and Cllrs then moved to consider the planning application. During their discussions, Cllrs referred back in detail to the comments made and the questions asked by the public and sought to give them the appropriate weight and due consideration. After a very lengthy discussion Cllrs agreed that whilst in principle the Parish Council does not object to housing per se but taking the application as a whole, they objected to the planning application on the following grounds: Strength of local feeling: Loss of parking facilities: Loss of green space: Child Safety: Lack of appropriate communications. Moreover, Cllrs agreed to request that the application be "Called In" by Wilts Cllr Blair-Pilling. Cllr Gomes agreed to produce a draft response and to circulate it to Cllrs for comment prior to it being finalised and submitted to Wilts Council. Proposed by Cllr Gomes seconded by Cllr Knowlson.
